What does DOT and TC approval mean?

It means the cylinder is manufactured and marked to United States Department of Transportation and Transport Canada specifications, which is what makes it legal to fill and transport in those markets. The specification, serial number and test date are stamped into the collar, and a filler reads them before every fill.

When does a high pressure steel cylinder need requalification?

On a set DOT interval measured from the last test date stamped into the collar. Suppliers check that stamp at every fill and refuse an out of date cylinder. A new cylinder enters service with a current date and a full interval ahead.
